Ukrainian MP Maksym Tkachenko announced during his speech in the Verkhovna Rada on October 14 that he intends to submit a resolution calling for the dismissal of Denys Uliutin, Minister of Social Policy, Family and Unity.
Tkachenko accused the government of failing to provide effective support for internally displaced persons (IDPs) and implement measures previously adopted to address their needs.
The lawmaker emphasized that members of parliament bear responsibility not only for legislation but also for the performance of the ministers they appoint.
“We are accountable to the people for their actions or inaction,” Tkachenko stated.
A significant part of his speech focused on the government’s approach to displaced Ukrainians. According to the MP, Minister Uliutin had suggested during a meeting that IDPs’ unemployment should affect their eligibility for social assistance.
Tkachenko challenged this position, arguing that, according to statistics he cited, the proportion of unemployed people among local residents is higher than among internally displaced persons.
“Of course, some of them are unemployed. But my question is: Is the Ministry of Social Policy actually doing its job?” he asked.
Tkachenko also criticized the implementation of legislation and government resolutions intended to support displaced families. He said that although parliament had adopted numerous measures, many had failed to produce tangible results.
Housing remains one of the most pressing issues. The MP expressed concern about what he described as inadequate funding for housing vouchers for displaced families in the proposed state budget for 2027.
He also highlighted the UAH 500 million allocated in the 2026 budget to purchase houses in rural areas for people in need of housing.
“Not a single house has been purchased by the Ministry of Social Policy this year — not one rural home for our people,” Tkachenko claimed.
According to the lawmaker, the lack of practical assistance is contributing to the continued departure of displaced Ukrainians from the country.
Concluding his address, Tkachenko announced his intention to initiate the minister’s dismissal and urged fellow lawmakers to support the move.
“I am submitting a resolution to dismiss Uliutin,” he declared.
