People’s Deputy Serhii Kozyr has warned of a difficult energy situation in the winter of 2026–2027. According to him, due to daily shelling and destruction of infrastructure facilities, recovery requires significantly more time and resources than are available. Large cities, particularly Kyiv, remain especially vulnerable, he emphasized.

People’s Deputy of Ukraine Serhii Kozyr told journalists that the coming winter would be a serious test for the country’s energy system. He stressed that Ukrainians should be aware of the real threats and be prepared for possible prolonged power and heating outages.

“I can say for sure that the winter will be very tough. I won’t say that people need to prepare — they must each think about how it will unfold,” the parliamentarian noted.

Kozyr paid special attention to large cities with high-rise buildings, primarily Kyiv. He recalled that many energy infrastructure facilities had been damaged during previous attacks and that it was physically impossible to restore them within a short time frame.

“This is especially true for places like Kyiv, high-rise buildings, because many facilities were destroyed, we all know that. And simply due to physical capabilities and time constraints, it is impossible to restore them so quickly. I’m not even talking about other areas, funds, or other matters,” the deputy added.

At the same time, Kozyr noted that the authorities are trying to respond to the challenges. He positively assessed the personnel changes in the government, particularly the appointment of an energy specialist, and emphasized the role of Deputy Prime Minister Mykola Kalashnyk, who is in charge of resilience plans. However, the parliamentarian acknowledged that he has many questions about these plans.

“For this purpose, the Cabinet of Ministers was essentially reshuffled, bringing in a person with expertise in energy, who strengthened the team, along with Denys Shmyhal, who certainly understands this, and Mykola Kalashnyk, who is now responsible for the resilience plans. We see that the president has already pointed out that there are issues with the resilience plans — they are falling behind schedule, some things are not being done. I also have questions about them,” he said.

Kozyr announced that working groups would be established within the relevant committee to review the implementation of resilience plans and strengthen parliamentary oversight. According to him, this will help minimize the human factor and ensure proper preparation for winter.

“Now, within the framework of the committee’s work, working groups will be created where we will check this and exercise parliamentary oversight on our side, because we understand that at the very least, to level out the human factor, we must exert control influence. How it will go further, we will see,” the MP added.

He also emphasized that the threat is not hypothetical — daily shelling continues to destroy infrastructure. As an example, Kozyr cited the recent situation in Kherson, where attacks left the city without power for a week.

“Because we see daily shelling, believe me, I know from the example of Kherson — recently there was no electricity for a week there, constant disruptions. And believe me, it is not because the facility was not protected, but because it withstood one, two, three, five Shahed drones, but not ten,” the People’s Deputy concluded.
