On July 30, the Cabinet of Ministers of Ukraine dismissed Olena Duma from her position as Head of the Asset Recovery and Management Agency (ARMA). That morning, Duma herself publicly announced her resignation.
The decision followed Prime Minister Yuliia Svyrydenko’s appeal to the President of Ukraine for a full institutional reset of ARMA. The President supported the initiative. A new selection commission, involving both government officials and international partners, is being formed to conduct an open competition for a new agency head.
According to Svyrydenko, the goal is to ensure transparent and effective management of seized assets, including those owned by sanctioned individuals and Russia, to direct these resources toward Ukraine’s defense and resilience.
Olena Duma has been repeatedly mentioned in public controversies. One of the most notable involved the transfer of property belonging to the Federation of Trade Unions of Ukraine to ARMA’s control — a move union leaders condemned as an illegal expropriation of their assets.
