The meeting between U.S. Special Representative Keith Kellogg and Ukrainian military intelligence chief Kyrylo Budanov drew attention among Ukrainian analysts. Political expert Valentyn Hladkykh called it an important and positive signal for Ukraine.
“Kellogg noted on X that it was ‘as always, a great visit and conversation with General Budanov,’” Hladkykh recalled.
He emphasized the symbolism in the photo showing Kellogg’s respectful attitude, and cited trust ratings: “In August, 59% of Ukrainians expressed trust in Budanov.”
“This was more than just a formal meeting… Kellogg’s visit is a strong signal of ongoing cooperation,” the expert concluded.
